Portugal proxies: islands, operators and checks

Settle the island question before anything else

Portugal proxies are exits a supplier represents as Portuguese, and the first question they raise is which part of Portugal your customers are in. The government describes the country as 18 districts on the mainland and two autonomous regions, the Azores and Madeira. Decide whether island customers are in scope before comparing operators or planning a trial, because several published rules split at the coast and a mainland result cannot stand in for an island one.

Three examples show the split. The Azores keep legal time one hour behind the mainland, while Madeira keeps mainland time. DIGI's coverage page, checked in September 2026, said its mobile service was then unavailable in the Azores and Madeira. Amazon.es offers Premium delivery to most mainland postcodes but not to the islands, and Amazon's list of European stores has no Portuguese one. Each island case therefore needs its own row, its own postcode fixture and, for the Azores, its own clock.

The district question comes second. Statistics Portugal (INE) lists the 18 mainland districts from Aveiro to Viseu, with Lisbon (Lisboa) and Porto among them. If a Lisbon or Porto result matters, make it a separate requirement, ask for a documented city or region selection and keep the returned city with its accuracy radius; under country-only selection, a Lisbon result is incidental. Pin the clock, the postcode and the test limits for each case

Legal time comes from three decrees. Under Decreto-Lei n.º 17/96 the mainland keeps UTC from the last Sunday of October to the last Sunday of March and UTC+1 in summer. Madeira's regional decree applies the same rule, while the Azores' decree sets one hour less, UTC-1 in winter and UTC in summer. The Lisbon Astronomical Observatory reproduces all three texts. A browser time zone that disagrees with the case under test is a second changed input.

The delivery postcode is the other input to fix. CTT, the postal operator, defines it as seven digits, the first four separated from the last three by a hyphen: NNNN-NNN. Keep one documented mainland fixture and, when the islands are in scope, one Azores or Madeira fixture; use them on your own or an authorized staging storefront, and on a third-party site only in a postcode field that needs no sign-in. Change the postcode only as its own labeled step.

The plan also sets limits for every fixture and row. Proxied checks stay on your own service, destinations you are authorized to test, or a storefront's public, signed-out pages where its terms permit, by hand and at low volume. Open no accounts, place no orders and type no personal or invented identity data, whether a NIF, a card or a phone number. Checkout-field tests run only on your own or an authorized staging storefront with documented fixtures.

Then list what a supplier must answer: the destination, the location service your application reads, mobile, fixed or hosted access, any operator condition and the outcomes that end the evaluation. ipvolt holds no Portuguese supply agreement, nothing here documents its endpoints or an arrangement with the operators below, and it has run none of the trial rows at the end. Use ANACOM's operator names as vocabulary, not as inventory

ANACOM, the postal and electronic communications regulator, publishes a quarterly mobile report that names the operators. Its report for the fourth quarter of 2025 gives shares of active mobile accesses with effective use, excluding M2M: MEO 36.0%, NOS 31.1%, Vodafone 27.6%, Grupo DIGI/NOWO 3.3% and Lycamobile 2.0%. Appearing there proves nothing about any supplier's access to these networks; check for a newer edition before quoting the figures.

Each name carries history that a menu label hides. When a provider offers an operator selection, ask whether MEO means the SIM's home operator, the origin ASN holder a routing lookup returns or a geolocation vendor's label, how the mapping is verified and when it was last checked. • MEO: one of the commercial brands Altice Portugal kept in 2018, when PT (Portugal Telecom) became Altice Portugal.
• NOS: per ANACOM, NOS Comunicações resulted from the 2014 merger of ZON TV Cabo into Optimus.
• Vodafone: Vodafone Portugal is part of a global telecommunications group; the Lycamobile entry explains why its network can sit behind two labels.
• DIGI and NOWO: DIGI Portugal acquired 100% of Cabonitel, NOWO's owner, and ANACOM approved the transfer of NOWO's 3.6 GHz spectrum rights to DIGI on 21 January 2025.
• Lycamobile: a mobile virtual network operator since September 2012 whose services, per ANACOM's May 2021 report, use Vodafone's network. That names the host network, not the origin ASN holder of a Lycamobile exit address.

Separate access type, mobile home operator and serving network

A Portugal mobile proxy label can describe three layers: the operator that issued the SIM, the network carrying the connection and the origin ASN holder that a routing lookup returns for the exit address. Lycamobile shows how they come apart. On ANACOM's 2021 evidence, Lycamobile and Vodafone rows in a menu may describe one host network twice, while the origin ASN and holder behind either exit still have to be observed rather than assumed.

A registry lookup is no shortcut to that third layer. RIPE Database documentation says the country attribute on inetnum and inet6num objects was never defined and cannot be relied on to place an address in a country. Log network identity as two separate fields beside the address family: the registry holder, from the regional internet registry (RIR) record, and the origin ASN and holder, from a named routing lookup, with the lookup time.

Roaming is the other case where the first two layers differ. The European Commission says that since 15 June 2017 people pay nothing extra for roaming in other EU countries, so a SIM from elsewhere in the EU can use a Portuguese radio network while its home operator is abroad. That charging rule says nothing about where the SIM's traffic reaches the internet. German operators get the same three-layer reading in the Germany proxies guide.

A Portugal residential proxy request needs the access type written down too. NOS offers television, internet, voice and mobile data to residential and business customers, so an operator name cannot tell a fixed home line from a mobile or business connection. Ask how the access type is documented for your exit and on what basis those connections were authorized for proxy use.

Log search by reported location, then test pt-PT in two steps

Search comes first because its domain is no longer a variable. In April 2025 Google announced a gradual move of its country-code addresses to google.com, and said that since 2017 its local results had been the same whichever of the two addresses a searcher used. Do not pin google.pt, and do not treat google.com in the address bar as a proxy fault. A Portuguese search snapshot records the query, the interface language, the location Google reports and the time.

For advertising, Google Ads lists Portugal as country target 2620 with country code PT, and its geo-target file carries Lisbon, Porto District, Azores and Madeira as region targets alongside hundreds of Portuguese cities. An island campaign therefore has a documented region name to put in the brief, while an exit labeled Portugal maps onto no particular region target by itself.

The interface language needs its own test, since Google's Play Console lists pt-PT and pt-BR as separate languages. Decide what a pass looks like before either step, for example: our storefront opens its pt-PT edition when our location service classifies the request as Portuguese, and not otherwise. Then hold the exit and switch only the browser language between pt-PT and pt-BR; after that, hold pt-PT and switch only the exit, Portuguese to non-Portuguese.

Choose Portuguese destinations that show their location input

Continente Online, the online shop of Continente, MC's (Sonae) food retail brand, takes the delivery location from a typed postcode or from device location and offers Click&Go pickup at an available store. Deny device location, type one mainland fixture and hold both before crediting a changed store list to the exit. If the postcode step asks for sign-in, stop there, inside the limits the plan already sets.

Amazon.es publishes shipping options for Portugal: Premium delivery covers most mainland postcodes, not the islands, and appears at checkout only when the postcode qualifies. So reproduce the mainland and island split on your own storefront or an authorized staging storefront, with documented postcode fixtures for the mainland and for the Azores or Madeira. Record the final URL, the language served and any location the page shows before you enter one.

Recognize Portuguese checkout fields on your own edition

Start with the NIF field. The tax authority's e-Fatura FAQ explains that when a buyer asks for their tax identification number (NIF) on an invoice, the invoice details become available for classification in e-Fatura once the issuer reports it. Check on your own or an authorized staging storefront that the field appears and can be left empty, and enter no NIF, real or invented, anywhere else. Payment methods come second. SIBS, which manages the MULTIBANCO network, documents MB WAY, its mobile payment solution that links bank details to a phone number alias, and MULTIBANCO reference payments, also called Payment for Services, whose references can be generated in real time for online checkouts. If either is missing on your edition, check your payment configuration, then repeat the same basket through a Portuguese and a non-Portuguese exit, with no card or MB WAY phone number entered.

Expect a lookup to confirm Portugal, not Lisbon or an island

MaxMind estimates its country-level accuracy at 99.8% and says its data is never precise enough to identify a household, individual or street address. A mobile address may serve phones across a large distance, and MaxMind may then return the country and subdivision (region) without a city or postal code. A missing city is not by itself a defect, but it leaves a city requirement unmet, so a Lisbon case does not pass; an Azores or Madeira requirement passes only when the returned region field matches.

Read the exit the destination sees, not the gateway: the curl proxy setup guide covers the connection, and a diagnostic endpoint you control, or one the provider documents, reports the observed address. Look up an IPv6 exit separately from an IPv4 one, and keep the region and any city your location service returns, with the accuracy radius; a country-only answer leaves an island requirement unmet.

Build the Portugal trial from four rows

Open the trial with a question to the supplier, not a request: when an Azores selection cannot be met, what does it fall back to, a Madeira, mainland or non-Portuguese exit, and is the substitution visible in the response? The answer decides whether the island row can run at all. Any island, district or operator option the supplier cannot select is recorded as unavailable, and a generic Portugal exit never silently takes its place.

Each row below states what it holds fixed, the one input it changes and the result that passes it; keep only the rows your requirement uses. The case rows are read against the two control rows, so every row you keep runs under one trial header, for example four requests, a 5-second pause and a 20-second deadline, with automatic retries off. An island row that fails where the mainland control passes then points at the island selection, not at a longer wait or a hidden second attempt.

Log each request with the requested selection, observed address and family, zoned timestamp, named geolocation service and result, both identity fields with the routing lookup's time, browser locale and time zone, and the application outcome, failures included. Lei n.º 58/2019 of 8 August implements the GDPR in Portugal and names the CNPD as the national supervisory authority in Article 3, so treat these logs as records that may identify someone: keep what the trial needs, strip credentials and agree on retention first.

• Mainland control row: pt-PT, mainland time, a mainland postcode fixture and account state pinned on your own storefront; it passes when your location service returns Portugal and the pt-PT edition opens.
• Island case row: the same settings with an Azores fixture and the browser one hour behind mainland time, or a Madeira fixture on mainland time; it passes only when the returned region field names that region.
• Operator case row: one MEO, NOS, Vodafone, DIGI or Lycamobile selection, its label logged beside both identity fields. DIGI stays a mainland case while its coverage page excludes the Azores and Madeira, and a Lycamobile and Vodafone difference is a question for the provider, not proof of a mislabel.
• Non-Portuguese control row: the mainland row's browser settings through a non-Portuguese exit or your normal connection. If it also gets the pt-PT edition, a Portugal pass says nothing about location handling.
