Choose country-level or finer IP targeting.
Use country-level CA targeting when the application rule only distinguishes Canada from other countries. Request a province or city only when a named rule actually reads that level of IP-derived location. Shopify, for example, documents first-visit IP localization separately from browser language, market URLs and saved choices.

- Name the target and expected Canadian experience. For an IP comparison, keep the entry URL and browser preferences fixed, use fresh signed-out contexts and compare Canadian with non-Canadian egress before entering an address.
- Province or city requirement
- Write the specific rule and the region it should recognize. Record the target’s decision as well as the supplier’s label and the dated geolocation check. A city label alone does not establish the application result.
A French-language or Quebec-delivery requirement does not by itself justify a Montreal exit. Keep browser preferences and approved shipping destinations in separate fields.
