Australia proxies: country, mobile network and nbn checks

Choose the evidence an Australian proxy test needs: country or city, Telstra/Optus/TPG network labels, nbn provider layers and session requirements.

For an Australian proxy test, start with the condition your application reads. If it needs an IP classified as Australian, request country AU. Add a city, named network or session condition only when it changes the expected result. Then keep the supplier’s description separate from what your destination observes.

Australian network labels need particular care: Vodafone is operated by TPG Telecom, TPG has access to some Optus sites, and nbn access is delivered through retail-provider arrangements. The distinctions below help turn an offer into requirements you can actually check.

Decide what an Australian exit must establish

Write the expected application result and the fields that determine it before choosing a sample. A country-level check and a Sydney-specific check need different evidence.

MaxMind documents that mobile IPs can span broad areas and that it omits city-level data when it cannot support that precision. Its city data is not a street address. If your required city is missing, leave that condition unverified; use country fallback only if your application’s rule allows it. Record the exact field as well as the lookup product. MaxMind’s API distinguishes country, registered country, ISP, autonomous-system number and connection type; some fields are unavailable in particular products. Read Telstra, Optus and Vodafone/TPG labels

The ACCC names Telstra, Optus and TPG Telecom as Australia’s three national mobile network operators. TPG says it owns and operates the Vodafone mobile network. Retail branding is another layer: ACMA explains that most phone companies lease service from the major networks. Ask which retail brand and underlying network a supplier means. An observed IP-network result remains a separate field. ACMA mobile-service guidance

The ACCC report also says TPG’s network access combines its own sites with sites available through the Optus–TPG Multi-Operator Core Network arrangement. The report was published on 22 September 2026, using infrastructure data referenced to 31 January 2026. Two offers labelled Optus and Vodafone therefore do not, by those labels alone, establish independent regional radio infrastructure. For a rule based only on an IP-network classification, test that classification. If the requirement is actual mobile access or separate radio paths, request evidence for that additional condition rather than treating an IP lookup as its proof.

Separate nbn access, the retailer and the public IP

nbn describes itself as a wholesaler relying on retail service providers to serve end customers. Its Ethernet product carries traffic at Layer 2 to a point of interconnect, and providers can use direct, wholesale or white-label pathways. Keep three fields: declared access network, declared retail provider, and observed public IP/network. Request evidence for whichever layer your test requires. Do not manufacture an ISP or IP-network result from the access label.

Residential access also does not establish an unshared public IPv4. Aussie Broadband says CGNAT is typically enabled on its broadband services and public IPs are often shared; its static-IP services are automatically opted out. That is one retailer’s published policy, not the sharing terms of a proxy pool. If exclusive use matters, obtain the applicable commitment from the proxy supplier. Aussie Broadband’s CGNAT policy

Record a bounded sample

Use this procedure with an endpoint you are authorized to use and an owned test destination. It is a proposed evaluation method; this guide has not executed a supplier trial.

  1. Set the conditions. Record the application rule, expected output, required country/city/network fields, journey checkpoints and allowed fallbacks. Keep supplier declarations in their own fields.
  2. Keep application inputs fixed. Retain the same URL, fixture, account/cookies, locale, timezone and location-permission state while comparing exits. If your destination sits behind a gateway, identify the trusted server record that exposes the connecting client IP.
  3. Save every checkpoint. Retain timestamp, observed public IP, classification source/version, required field values, application output and errors. Recheck required classifications when the IP changes. Do not drop failed requests from the record.
  4. Decide each condition separately. Use pass, mismatch or unverified. Missing required evidence is unverified; a contradictory observed value is a mismatch. State the observed window and checkpoint count. A finite sample does not establish future continuity or unsampled intervals.

Worked decision: “Australian nbn, sticky”

Hypothetical example: your application requires AU from its chosen classifier and the same public IPv4 at minutes 0, 5, 10 and 15 of a journey. It requires no city, named provider, mobile access or exclusivity. The supplier’s reply, “Australian nbn, sticky,” leaves both required conditions unverified.

Suppose your later record contains the same observed IP and an AU result at all four checkpoints, with the expected application output. Those country and checkpoint conditions pass for that record. Missing city data does not invalidate this brief. The record still establishes neither continuous stability between checkpoints nor exclusive use.

Now change the brief to require two independent regional mobile radio paths. An nbn label does not answer it. Nor does a replacement offer of “Optus and Vodafone” resolve independence by itself, given the documented shared-access relationship. Leave that requirement unverified until the supplier provides applicable path evidence. The numbers and outcomes here are invented to demonstrate the decision, not an Australian endpoint measurement.
